Emotional Inertia support for the Scared mood

The Emotional Inertia features now fully support the new 'Scared' mood. Scared moodlets will last longer and be more resistant to change while the sim is scared, and sims will experience lingering fear if their scared moodlets expire when they've recently become scared.

Environment Effect Overhaul support for the Scared mood

The Environment Effect Overhaul feature now fully supports the new 'Scared' mood. The effects of objects with a scary emotional aura should build up and fall away gradually over time. (Although I haven't yet found any items in the base game that have been given a scary emotional aura, the mod should be prepared for any that are added in future packs)
